Two NAVADMINs are out that you should look at:
148/12 (http://www.public.navy.mil/bupers-npc/reference/messages/Documents/NAVADMINS/NAV2012/NAV12148.txt) is for DS Login. Supposedly this login will have information about benefits. I found it because my wife told me it was required for us to change DEERS information for our children. Go to this link: https://myaccess.dmdc.osd.mil/identitymanagement/authenticate.do?execution=e1s1 on a CAC-enabled computer and click on Register a DS Logon.

This is going to likely become the standard for on-base housing application, so it makes sense to create your account now and teach your family how to use it.
