Navy personnel officials said Friday that delays in reviewing
officer promotions mean not all officers expected to be eligible for
promotion Oct. 1 will get the word — or get bigger paychecks.
“Our goal is to accurately and efficiently review each record in order to allow for timely release of promotion and selection messages,” said Lt. Cmdr. Chris Servello, spokesman for the chief of naval personnel. “We regret any inconvenience caused by these delays.”
As soon as the review and approval process is complete, he said, supplemental promotions messages will be released. The impacted officers are expected to have their promotions backdated to Oct. 1; they’ll get any back pay due them.
CNP’s office, which releases lists of officers authorized to be promoted each month, said in a statement Friday that the following groups of officers won’t be included in the Oct. 1 promotion message.
■Active line and staff O-4s.
■Active and Reserve all-fully-qualified (AFQ) O-3s.
■Active and Reserve warrant officers 3, 4 and 5.
The final O-3 and O-4 reviews were not completed in time for those officers to be included in the message, Navy officials said.
In addition, the results of the active-duty warrant officer promotion board, which met in June, haven’t been approved by the Senate. Navy officials said they don’t have a timeline for when that list will be released.
