Specialty Career Path

So I saw this message on Specialty Career Path:

Now, here's the catch:

5.  ELIGIBILITY FOR PARTICIPATION IS DETERMINED BY DESIGNATOR AND IS AS 
FOLLOWS:
    A.  1110.  AFTER COMPLETION OF FIRST DEPARTMENT HEAD (DH) TOUR OR AFTER 
COMPLETING 18 MONTHS OF A SINGLE, LONGER DH TOUR.
SELECTED OFFICERS ARE ELIGIBLE FOR SCP DETAILING UPON SATISFACTORY COMPLETION 
OF DH TOUR REQUIREMENTS.
    B.  1120.  ONCE PLACED NOT CLEARED ON FINAL LOOK FOR EXECUTIVE OFFICER.
    C.  1130/1140.  NOT ELIGIBLE FOR THE FY-13 SCP SELECTION BOARD.
    D.  1310/1320.  UPON COMPLETION OF A DH TOUR, FAILURE TO SELECT FOR A DH 
TOUR FOR THE SECOND TIME, OR UPON OPTING OUT OF DH SELECTION IF APPLICABLE.
 
So, let me get this straight:

1. You want and need really good people in all these fields
2. These people take time to grow/learn their trade
3. You won't assess people directly, nor will you let them leave when they are young
4. The only way people can go is if they aren't fit for some milestone in their field

I don't think this sends the right message at all to this field. I know officers in SCP fields and they are great people. But to say that you only will take folks that can't make it in other careers screams of the land of misfit toys. Not exactly enticing for someone wanting to make a career in the Navy.

How about taking folks that are interested in and have demonstrated skills in these areas? Make it a club for winners and experts, and you'll get so much more than a place to dump officers that were turned down for XO.
