Especially if you have new boot sailors reporting (most command do), you need to ask yourself: what is the first thing your new sailors see?
- Is it being ignored by their sponsor because your sponsorship program sucks?
- Is it not having someone around to stamp your orders, and getting screwed out of a day of leave?
- Is it a broken command indoctrination process?
Or is it a great command welcome packet, full of information about their new area, so that they come to your command with an idea of how the first week of them being their will work?
Need an example? Check this one out from Misawa:

And oh by the way, your packet does nothing if its not on a command website that is open to the public.
